K-Electric Privatization: Why Karachi Faces a Separate Law?

Why was K-Electric privatized? Why is there a separate law for Karachi? Karachi residents will have to buy expensive electricity from K-Electric for six months.
The President of Korangi Association of Trade and Industry (KATI), Johar Qandhari, said that except for K-Electric, all other distribution companies (DISCOs) across the country have requested a 31-paisa per unit reduction in electricity rates.
For Karachi, there will be an increase of 3 to 5 rupees under fuel adjustment for the next six months.
The industry in Karachi will not be able to operate.
He said that there is a separate law for Karachi compared to the rest of the country.
